New DISSEM-INN Policy Brief on the contribution of the projects to the establishment of an NAIS in Senegal

This Policy Brief summarises the proposals resulting from the national workshop organised by DISSEM-INN to structure and strengthen the national agricultural innovation system (NAIS) in Senegal, as well as the contributions the DeSIRA projects can make to this process.

At present, stakeholders innovating in the agricultural field in Senegal are not yet sufficiently structured to make a system. In view of this, MAERSA plans to bring them together within an effective national agricultural innovation system (NAIS)¹ through the TAP-AIS project launched by the European DeSIRA initiative. To support it in this process, the other DeSIRA projects operating in Senegal highlight the following strategic points:

  • an inclusive and decompartmentalised coordination framework, involving all sectors and stakeholders concerned, especially the agricultural organisations;
  • an exhaustive mapping exercise at the national level listing ALL of the stakeholders involved, including endogenous knowledge holders;
  • a system for capitalisation documenting results as well as research methods, and based on participatory monitoring-assessment.

This Policy Brief backs up these three proposals made by the DeSIRA projects operating in Senegal, as well as the way in which these projects intend to support their implementation.

¹ The NAIS can be defined as all of the stakeholders involved in agricultural innovation at the national level, divided into three sub-systems depending on whether they participate in agricultural production, knowledge production or support services. An effective NAIS implies the existence of an institutional and policy framework that guides the articulation between these three sub-systems.
